Add 8 ounces cream cheese (softened) and 1 cup powdered sugar to a medium mixing bowl. Use a hand mixer to beat them together until smooth, about 60 seconds.
Add 1/2 cup salted butter (melted), 2/3 cup brown sugar, and 2 teaspoons vanilla extract. Mix until fully combined.
Use a rubber spatula or spoon to fold in 1 cup mini chocolate chips.
Transfer to a serving bowl and serve immediately or refrigerate until ready to serve.
