Add ground beef to a large saucepan over medium-high heat. Season with salt, pepper, and garlic. Cook until nearly browned, about 4-5 minutes. Add onion and sauté until soft and translucent, about 5 minutes.
Add in 2 tablespoons butter and let fully melt before adding in the flour. Stir until well mixed and let cook for 1-2 minutes.
Pour in the pasta, beef broth, cream, ketchup, Worcestershire sauce, and mustard. Simmer for about 8-9 minutes until noodles are al dente and sauce has thickened.
Preheat oven to 350 degrees Fahrenheit. Lightly grease a 9x13 pan.
