Preheat oven to 350°F (177°C). Spread 16 ounces tortilla chips onto a 13x18-inch baking sheet.
Heat a 12-inch skillet over medium-high heat. Add 1 pound ground beef. Use a spoon to break up the meat and cook 8 to 10 minutes until beef is fully cooked through and no longer pink. Drain any excess grease.
Add 2 tablespoons taco seasoning, stir, and cook 60-90 seconds.
Pour in 1/4 cup water and add 1 (15 ounce can) refried beans. Stir to combine and cook until heated through, about 2 to 3 minutes. Keep warm.
Sprinkle half of the cheese over the chips. Dot with the beef and bean mixture. Top with the remaining half
Bake for 5 to 7 minutes, until cheese is fully melted.
Remove from heat and add additional toppings as desired. Serve warm.

This recipe isn't limited to a sheet pan! You can make nachos in any oven-safe baking dish, including a 9x13 pan, cast iron skillet, or even a pie plate for individual portions.
You can easily stretch the meat and bean mixture between two sheet pans. Grab another bag of chips and more cheese, and you can easily feed more.
