Preheat oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish.
In a large skillet over medium-high heat, cook 2 pounds ground beef, 1 medium white onion (diced), 1 medium green bell pepper (diced), and 2 medium celery ribs (diced) about 12 to 15 minutes until beef is browned and the vegetables soften.
Add 4 teaspoons minced garlic and cook for an additional 60 seconds.
Turn off the heat and add 2 tablespoons Worcestershire sauce, 1 (15 ounce can) tomato sauce, 1 (6 ounce can) tomato paste, 1 tablespoon brown sugar, 1 1/2 teaspoons salt, 1 teaspoon ground mustard, 1/2 teaspoon black pepper, and 1/2 teaspoon crushed red pepper flakes. Stir to combine.
Spread sloppy joe mixture evenly into the prepared baking dish. Sprinkle about 1/2 cup of the shredded cheddar cheese over the sloppy joe mixture. Top with 32 ounces frozen tater tots, arranging in a single even layer. Sprinkle 2 cups shredded cheddar cheesehe remaining shredded cheddar cheese over the top.
Bake, uncovered, in the preheated oven for about 30 minutes, or until the tater tots are cooked through and the cheese is melted and bubbly.

Notes
If you like your cheese soft and gooey instead of baked crisp, add your cheddar cheese on top during the last 5 to 10 minutes of baking.
